What kind of tool is QuotaGuard?

QuotaGuard is a proxy layer, not an application. Your app's traffic is routed through QuotaGuard's fixed IP addresses instead of going straight out from your host, so anything checking the source IP — a partner API with an allowlist, a firewalled internal database, a bank or payments endpoint — sees a consistent, known address instead of whatever IP your cloud provider happened to assign that day. It supports HTTP, HTTPS CONNECT, and SOCKS5, which covers most database drivers and HTTP clients without custom code.

There are two product lines. QuotaGuard Static is the plain version: static IPs with failover. QuotaGuard Shield adds end-to-end TLS with SSL passthrough and an optional HIPAA Business Associate Agreement, aimed at healthcare and fintech teams that need a compliance paper trail, not just a working proxy.

How it works

Setup is proxy configuration, not integration work: you point your app at the QuotaGuard proxy URL (via an environment variable on Heroku or a config value elsewhere), and outbound requests start leaving from the assigned static IP pair. Lower tiers share an IP pair across QuotaGuard customers with failover between the two; Enterprise tiers get a dedicated pair instead of a shared one. Traffic can be routed through the same AWS region as your app to limit added latency, and you can choose US-only or EU-only routing for data-residency requirements.

QuotaGuard pricing (2026)

Shield mirrors the same four tiers roughly $10/month higher (Starter $29, Production $59, Business $109, Enterprise $269) for the added TLS/SSL passthrough. The real add-on to budget for is the HIPAA/BAA administration fee: $999/year, charged on top of any Shield plan and covering intake review, BAA paperwork, and an annual configuration review — easy to miss if you're only pricing the monthly plan. Custom volume pricing exists above 1M requests or 1TB bandwidth. All plans bill month-to-month with a 3-day trial (7 days on Enterprise) and no long-term contract.

Vendor-stated facts above (features, pricing, request/bandwidth limits) come directly from QuotaGuard's current site and pricing page. What we could not verify: we found no accessible G2, Trustpilot, or Capterra listing with a rating or review count for QuotaGuard, and general web searches for third-party sentiment turned up nothing usable in this pass. The Heroku Elements add-on listing cites QuotaGuard's own claim of 41,000+ customers and 99.98% uptime since 2013, but that's a vendor claim, not independently audited. We're stating this plainly rather than inventing a star rating: treat QuotaGuard's reliability and support quality as unverified until you've run your own trial.

Good fit: teams on Heroku, Kubernetes, or serverless platforms whose apps need to clear an IP allowlist at a partner API or a firewalled database, without taking on cloud networking configuration themselves; healthcare or fintech teams that specifically need a signed BAA alongside the proxy.

Poor fit: teams already running inside a VPC who can assign a static egress IP natively and would be paying for a proxy layer they don't need; high-volume scraping or automation workloads that will blow through the request/bandwidth caps on the lower tiers; anyone who needs third-party-verified uptime numbers before committing, since none were found in this review.
